(CAIRO, IL) — Two additional people have been named in a superseding federal indictment stemming from a case that had already charged a 33-year-old Cairo man with killing two women during an attempted 2014 Cairo bank robbery. James Watts previously pleaded not guilty to all charges connected to the attempted armed robbery at First National Bank on May 15, 2014, when two bank employees were killed and another injured. Watts then stole a car and led officers on a high-speed chase before being captured. The superseding indictment announced Monday also names 33-year-old Otha D. Watkins, III, of Cairo, and 30-year-old Sharita S. Tipler, of Ullin, Ill. Watkins is charged with aiding and abetting armed bank robbery resulting in death, making a false statement, being a felon in possession of a firearm, and conspiracy to interfere with commerce by robbery. Tipler is charged with transfer of a firearm to a prohibited person. Watts has been in custody since May 15, 2014. Watkins is in custody and has an initial appearance set for March 21, 2017, in the United States Courthouse in Benton, Illinois. Tipler was arrested and had an initial appearance on March 13, 2017. Tipler is in custody and has a bond hearing scheduled for March 14, 2017, at the United States Courthouse in Benton. Despite the death penalty being banned in Illinois, Watts could still be put to death as the case is a federal case.
