Senate lawmakers are working on a new car seat law for children under two years old.

The proposed legislation requires all kids under the age of two to be in a rear facing safety seat unless the child is at least 40 pounds or 40 inches tall. Senator Toi Hutchinson of Chicago Heights supports the bill but worries about educating the public about ever-changing car seat safety rules.

The legislation is from Senator Mike Hastings of Frankfort who says this is about safety, not busting parents.

A senate committee approved the bill after some lawmakers suggested that those busted just receive a warning for their first offense.
