(Chester, IL) —  The City of Chester is owed one-point-two-million-dollars by the state.  The “Belleville News-Democrat” reports the Illinois Department of Corrections hasn’t paid the city since last fall for utilities used by the Menard Correctional Center.  The state has fallen behind on its bills because of the budget crisis.
