(SALEM, IL) –The cost of freedom has gone up significantly for a 29-year-old Centralia man facing multiple felony cases in Marion County that date back to 2012. Bail for T.J. Howard has been increased on a 2012 case by $1 million, after he allegedly failed a drug test. Howard was in court June 1, for a preliminary hearing in another pending felony case. At the conclusion of that hearing the court ordered Howard to submit to random drug test which reportedly showed positive for THC. The state indicated it would be filing another motion to increase bond; and the court ordered Howard to be taken into custody. Howard has seven outstanding felony cases in Marion County, but it was an alleged violation of bond in a 2012 case charging him with Class 3 felony aggravated battery in a public place and Class 4 felony criminal damage to government property in which bail was increased Wednesday. For the 2012 felony case, as well as for a 2013 felony case, 2014 felony case, and 2015 felony case Howard has the same attorney he has in four outstanding DUI cases. However, in the three felony cases filed against him this year Howard has a different attorney. He was granted bail in all felony and DUI cases, having posted nearly $58,000 in cash bond since September. His latest bail setting will require either $100,000 cash to be posted, or $2 million in unencumbered real estate. If released, he will be restricted to home confinement with electronic monitoring, and must abstain from drug and alcohol use with random testing. Howard and his attorney objected to the state’s request Wednesday for bail to be increased by $1 million, but Judge Michael McHaney granted the state’s motion and set the case for a June 22 hearing to coincide with the court settings for his other felony and DUI cases.
